  1. A case study of laxness by the City is the stalled construction site at 133 Third Avenue, adjacent to the NYU Coral Towers dorm. While a civil action has stalled construction of a residential building since 2012, DOB has issued violations against the developer or contractors and thousands of dollars in fines, often due to defaults, which remain unpaid,
    The City seems incapable of taking further action.
